Youth Voices in Climate Policy: From Symbolism to Systemic Change
Published in the Arctic Circle Journal
“Ultimately, trust is the cornerstone. Institutions must recognize youth as capable leaders, not future ones.” - Ethan Carr
“Youth efforts are also fragmented. Pressures to specialize in a single area create silos and hinder collaboration across disciplines. Climate change is interconnected, yet youth movements often mirror the same divisions seen in global governance.” - Ethan Carr
“Climate policy discussions often revolve around three key terms: mitigation, adaptation, and resilience. Yet it is ‘resilience’ that dominates the current conversation, overshadowing the proactive measures of mitigation and adaptation. While at the Arctic Circle Assembly (ACA), I began to notice this trend and tracked how often each term was used over the latter two days of the Assembly; resilience was mentioned 28 times, compared to only four mentions of mitigation and two for adaptation. This imbalance reflects a larger tendency where we choose to focus on coping with crises rather than preventing or preparing for them.” - Ethan Carr
